Sustainable Rural Infrastructure and Watershed Management Sector Project, Loan Implementation Consultant – Department of Irrigation (LIC-DOI), ADB Loan 3817/ADB Grants 0659/EU Grant 0660-LAO, Project 50236-002 Contract No.: SRIWSM-OP5-CS01, dated 6 May 20

Lao PDR is currently self-sufficient in rice and as such the Sustainable Rural Infrastructure and Watershed Management Sector Project (SRIWSM) will direct irrigation investment into economic growth policy objectives with a focus on dry season irrigated agriculture. An integral part of this move is the integration of nutrition sensitive agriculture and nutrition improvement by diversifying food sources. The project will modernize at least 18 irrigation schemes to secure reliable dry season irrigation for water users that is both reliable in terms of quantity, time of delivery and place of delivery.

The SRIWSM will achieve its outcome of sustainable market-oriented agriculture production and natural resources management in selected watersheds with improved community nutrition by bringing approximately 3,600 hectares of land under dry season irrigation, producing and marketing over 30,000 tons of high value crops and improving the number of women who meet minimum dietary diversity in target communities by 50%. It will do this through four outputs:

Output 1: Market Oriented Production Increased. The output involves identifying markets and connecting producers to these markets, providing support for value addition along the market chain; Output 2: Watershed ecological services protected. The project will support the update or development of participatory land use plans for villages within the catchments of PRI infrastructure; Output 3: Command Area Reliably Irrigated Increased. This output supports irrigation infrastructure modernization for dry season irrigated agriculture and other infrastructure to support community wellbeing; Output 4: Nutrition Awareness and Facilities Improved. This output will be undertaken in Xiengkhouang and Houaphan provinces.

Consulting Services for Planning Management and Fellowship Support - Professional Human Resources Development IV (PHRD IV), funded by JICA (Loan IP-568)

This Project provides human resource development opportunities in central and regional governments, with the aim to alleviate economic disparities among regions. The HRD will be done in the public planning fields, including public administration and planning related to specific science and technology fields such as global warming prevention, disaster mitigation green economy, renewable energy development. These fields correspond to the national strategic areas to achieve long-term and sustainable prosperity to Indonesia.

Bappenas intends to employ the consultant for project management and academic fellowship service, for the purpose of smooth implementation and maximization of the benefit derived from the Project. Scope of services of the consultant for planning and implementation support is deemed to cover all programs under overseas component and degree tract of the domestic component. The consultant shall assist with implementation and report the progress of above project programs to the Bappenas, head of the SC and JICA

Consulting Services for City Development Planning and Project Management - Urban Development Program (NUDP) Loan No./Credit No.: IBRD 8941- ID Contract No: 900.1.4/026/PPK/DIT.PEIPD/2024, 12 Jan 2024

The National Urban Development Program (NUDP) is an Investment Project Finance (IPF) operation in the form of a technical assistance loan to the Government of Indonesia. NUDP will develop a platform that brings together sectoral infrastructure investment programs in three ways: 1) Encouraging institutional and policy coherence within the national urban development agenda to enable efficient functioning of Local Governments (LGs); 2) enhancing integrated planning for urban investments based on a spatial development framework; and 3) establishing mechanisms and criteria for prioritizing investments, identifying financing gaps, and enhancing the fiscal management capacity of LGs to direct capital investments to strategic urban areas. NUDP includes four components, namely, (1) National Urban Institutional and Policy Development; (2) Integrated Planning for Urban Development; (3) City Development Planning and Project Management Capacity Development; and (4) Project Implementation Support.

Improvement of Solid Waste Management to Support Regional and Metropolitan Cities Project (ISWMP, WB Loan 9024-ID): Technical Assistance – Institutional Development for Strengthening Regulation and Finance on Solid Waste Management (TA-IDSRF) Package-3 (R

In order to support better waste management in the regions and support the achievement of the target of 100 percent managed waste, through the program Improvement of Solid Waste Management to Support Regional Area and Metropolitan Cities (ISWMP) efforts have been made to improve all aspects of waste management in the region through infrastructure development for regions and assistance to increase the capacity of regional governments in waste management. The ISWMP program aims to improve waste management services for urban residents. The implementation of this program is divided into 4 (four) main components, namely Component 1: Institutional Capacity Building and Policy Development; Component 2: Integrated Planning and Capacity Building for Local Governments and Civilians; Component 3: Waste Management Infrastructure in Selected Cities; and Component 4: Support and Implementation Assistance.

With the support of the World Bank, the Ministry of Home Affairs (MoHA) recently started the Village Service Improvement Institutional Strengthening Project (Program for Strengthening Government and Village Development, hereinafter referred to as P3PD). The purpose of P3PD development is to improve the quality of spending at the village level which will be implemented by the Ministry of Home Affairs. The Ministry of Home Affairs is responsible for implementing P3PD Component 1 - Strengthening Village Government Institutions, which will establish a new capacity building approach to improve the knowledge and skills of village governments (village heads, village officials, and village councils) in participatory and socially responsible village development. The Ministry of Home Affairs will also provide a digital Learning Management System (LMS) platform, which will be rolled out and handed over to provincial, district, sub-district and village governments in stages. The Learning Management System (LMS) is an integrated application to develop the capacity of village apparatus and village officials in village development. The LMS will support fast- paced, blended learning with a mix of instructor-led learning and E-learning, distance learning, video conferencing-based learning and also offline learning in areas where internet access is limited or unavailable

Technical Assistance Services for Supporting the Central Project Management Unit (CPMU) under Dam Operational Improvement and Safety Project Phase 2 (DOISP 2), IBRD Ln No. 8711-ID and AIIB No. 000010-1-IDN

The project represents the second phase of DOISP whicht is focused on core elements of the portfolio approach to dam safety, specifically: i) institutional, regulatory, human, and financial capacity for dam safety to ensure implementation and improve compliance; ii) physical rehabilitation to ensure structural integrity and enhance safety; iii) operational measures to ensure dam safety.

Dam Operational Improvement and Safety Project Phase 2 (DOISP 2) is a continuation of DOISP project that is started in 2009 and ended in 2017 in which under this project the supports to the completion of remedial and rehabilitation works on several dams, operational and safety improvement of 34 dams owned by The Ministry of Public Works and Housing, and preparation of various guidelines that is related to dam management operation are done.

However, there are 192 existing dams that is owned by the Government of Indonesia and another 65 new dams that are currently under construction.

In this project, PT, TETIRA take role on Technical Assistance Services for Supporting the Central Project Management Unit (CPMU) during period 2018 – 2023. Thia project fundes by IBRD and AIIB.

Institutional Strengthening for Agricultural Irrigation under Integrated Participatory Development & Management of Irrigation Program (IPDMIP), ADB Loan Nos. 3529-INO (OCR), 8327-INO (AIF) and IFAD No. 2000001445

Integrated Participatory Develop-ment and Management of Irrigation Program (IPDMIP), is a poverty reduction program through irrigation agriculture management improvement in 74 districts of 16 provinces.

The following factors would be addressed in this project: (i) institutions and farmer associations are weak; (ii) maintenance of irrigation systems is poor; (iii) lack of agriculture extension activities; (iv) lack of maintenance of irrigation equipment;(v) access for farmers to source of fund are limited; (vi) land ownership of farmers unclear; and (vii) there are gaps of technology for farmers.

The IPDMIP program is implemented through: (i) strengthening regional government institutions in implementing PPSIP principles; (ii) strengthening the capacity of community institutions to improve performance in irrigation agriculture planning and management; and (iii) sustainability of participatory irrigation at the local government and community levels through internalization of the PPSIP principles into the RPJMD.

This project is funded by ADB and IFAD, while PT. TETIRA in this activity take roles on Institutional Strengthening for Agricultural Irrigation (ISAI) with duration 2018 – 2022.
